Another Odd Search in Thomo’s Hole

So someone dropped in here the other day and searched for

Sovereign rights for the purpose of exploring and

which I found a really odd search for Thomo’s Hole. Now I am wondering, was the question in relation to mining rights, fishing rights or something else. My guess, seeing as the world is pretty much explored generally and given the word “exploring” above, we are talking here about mining and/or oil, but I did think it was an odd search for Thomo’s Hole.
